Same rules can still create unequal harm

A rule can look neutral on paper and still hurt people unequally in real life.

Women, First Nations people, culturally diverse communities, people in regional areas, people with complex disability and people without specialist access can all face extra barriers when systems become more rigid.

Equality does not mean pretending everyone starts from the same place. NDIS reform needs accessible rules, reasonable adjustments and real co-design.
